This means that at some point in the past, they stopped living at the address in question. This is seen as a potentially fraudulent occurrence, although often caused by something as simple as an extended holiday (like a student gap year) or when the person was living away at Halls of Residence whilst studying, it may also indicate that they are deceased or permanently moved away.
